The ECLI-BG project partners Apis Europe JSC and the Union of Jurists in Bulgaria, with the assistance of IT experts from the Supreme Judicial Council, the Supreme Court of Cassation and the Supreme Administrative Court, prepared a proposal for the specification of the Bulgarian ECLI identifier. The proposal is now published on the ECLI-BG project website in section ‘Documents’.
The proposal builds on the already existing legal framework of the national format of the European Case Law Identifier – ECLI. It was established with the adoption of Ordinance No. 4 of the SJC of 16 March 2017 on the keeping, archiving and accessing the register of judicial acts. Chapter 7 of Ordinance No. 4 lists the elements forming the structure (syntax) of the Bulgarian ECLI identifier and the sequence in their order. Concerning the three-digit codes of the courts involved in the formation of the Bulgarian ECLI identifier, Ordinance No. 4 refers to the Rules of administration in the courts. In addition, the proposal for specification developed under the ECLI-BG project defines the codes of the Constitutional Court, the Supreme Court of Cassation and the Supreme Administrative Court that will be used to create the ECLI identifier of their acts – CC000, SC001 and SA002.
Once approved by the Supreme Judicial Council, the specification of the national format of the ECLI identifier of Bulgarian judicial acts will be published on the ECLI information page of the European e-Justice Portal.
