The ECLI-BG project partners – Apis Europe and The Union of Bulgarian Jurists – are organising an international conference on “The European Case Law Identifier (ECLI) and the introduction of open standards for legal documents in Europe”. The conference will be held on April 24, 2018, in the Grand Salon of Sofia, 7 Pirotska Str., 9:30 am.
Marc van Opijnen, member of the Working Party on e-Law at the Council of the EU, and Alexander Ivanchev, Head of sector in the European Commission’s Directorate-General for Justice and Consumers, will familiarise participants with the developments related to the implementation of ECLI by Member States within the national case law portals and the European e-Justice portal, and with the perspectives for further development and improvement of the standard.
The Director of the Central Legislation Service of the Grand Duchy of Luxembourg John Dan will present the European Legislation Identifier (ELI), a web standard for online publishing of legislation adopted as a joint initiative between Member States and the EU Council. The objective of the standard is to facilitate cross-border access to EU’s and Member State’s legislation. It will be the lecture of Ms Carmen Malagon, Head of the Budget and Interoperability Sector at the EU’s Publications Office, which will explain how this institution is helping to pave the way for an interoperable Europe through the implementation of ELI.
Prof. Monica Palmirani from University of Bologna will deliver a lecture dedicated to the semantic web standards for structuring legal documents and providing legal knowledge LegalDocXML, LegalRuleML and LegalCiteM.
ECLI-BG Project Manager Hristo Konstantinov will introduce the conference participants with the objectives of the project and the ongoing implementation of the ECLI standard within the national centralised case law portal, maintained by the Supreme Judicial Council.
There are also presentations of the project implemented by the Supreme Judicial Council on the development of the Unified Information System of the Courts, the Open Data Portal and the Public Consultations Portal of the Council of Ministers, the State Gazette website maintained by the National Assembly, the Machine Translation Service of the European Commission and other.
